Worcester, Fitchburg men on sex offender 'most wanted' list

State police are seeking 10 dangerous sex offenders wanted for new
crimes.

Some of the Level 3 offenders, classified as those at the highest risk of
re-offending, are wanted for crimes including rape of a child with force
and failure to register as a sex offender, state police said in a
statement. The suspects are all men ranging in age from 33 to 54,
authorities said.

Four convicted child rapists being sought on failure to register charges
were identified tonight as Franklin (Campbell) Miller, 33, wanted by
Fitchburg police; Michael V. Martinez, 38, wanted by Lawrence police;
Samuel Harper Jr., 46, wanted by State Police; and Elwood J.
Johnson, 54, wanted by Worcester police.

Another suspect wanted on charges of failure to register, by Fitchburg
police, Robert H. Griggs Jr., 51, has prior convictions including
aggravated sexual assault of a child in Texas, State Police said.

Two other suspects on the list are being sought on new child assault
charges, according to state police. They were identified tonight as
Caesar J. Delgado, 44, wanted by state police on multiple child rape
charges, and Michael O. Kelly, 34, wanted by Boston police for
indecent assault and battery on a child.

Two convicted rapists being sought on failure to register charges were
identified as Steven Michael Cooper, 43, wanted by Springfield police,
and Steven M. Hescock, 34, wanted by Revere police.

Cooper is also wanted by Springfield police on a rape charge. Hescock
is also being sought by Medford police on larceny charges.

One other man, Carlos I. Beltran, 44, has an indecent assault and
battery conviction and is currently wanted by Haverhill police on that
charge, as well as failing to register and violating an abuse prevention
order, according to authorities.

State Police Superintendent Col. Marian J. McGovern blasted the
suspects in a statement tonight.

"These predators are among the worst of the worst," she said. "Many
of them have preyed on children, many are multiple offenders, and all
are trying to elude the law that requires that they register so we can
keep track of them. Finding these men is a priority of the
Massachusetts State Police."
